Many people are receiving WhatsApp messages from unknown numbers claiming to be from the Traffic Police or RTO Department. These messages say that a challan (fine) has been issued against your vehicle and ask you to download an APK file to view the details.
In the image above, the fraudster shares:
A fake message that mimics an e-Challan notice.
An APK file named signed RTO chalan.apk, asking you to download it.

Why This is Fake and Dangerous
Let’s break it down:
1. Unverified Number
The message comes from a random mobile number, not from any verified government source.
Real challans are never sent via WhatsApp.
2. Dangerous APK File
APK files are Android apps. If you install such files from unknown sources:
It can steal your banking passwords, UPI details, messages, and contacts.
It can spy on your phone or even lock you out of it.
Never install APKs sent through WhatsApp.
3. Language Mistakes & Fake Formatting
Look at the text:
Misspellings like “CHEK” instead of check, and “INNTITATIVE” instead of initiative.
No official seal, logo, or signature from a government department.
Real government messages are professionally formatted and grammatically correct.
4. False Claims of MoRTH Affiliation
The message falsely claims to be from MoRTH (Ministry of Road Transport & Highways).
